Can anyone tell me what movie this is?

I last saw this movie in the late 90s. It has a scene in which the
protagonist, a pre-teen or teenaged girl, makes a voodoo doll of her
teacher, a middle aged man, and has him strip down to his underwear in
the middle of class. The principal walks in at tha part. A little
after this, the girl's mom throws the doll into the washing machine to
wash it and the teacher ends up going through a car wash at this part.

The only other part of this movie I remember is a fortune teller woman
who has a very high-pitched voice and she is very chubby and round.
The actress was kind of popular in the 90s for similar roles.
I think it was one of those disney channel movies, but I'm not really
sure.
I'd really like to watch it again so I'd really appreciate an answer.
